Background of the Study:
Emerging technologies have transformed modern society, presenting unprecedented challenges in regulation and legal governance. In Rivers State, the rapid advancement of digital technologies necessitates robust data protection laws to safeguard privacy and ensure cybersecurity (Eze, 2023). The proliferation of artificial intelligence, big data, and internet of things devices has outpaced traditional legal frameworks, leading to significant regulatory gaps. This study investigates the international legal challenges associated with regulating emerging technologies, using data protection laws in Rivers State as a case study. It examines how global standards and local legislative measures interact to address issues such as data privacy breaches, unauthorized surveillance, and cybercrime. The research delves into the complexities of harmonizing international legal norms with national regulatory practices, highlighting the dynamic interplay between technological innovation and legal adaptation (Okoro, 2024). It also considers the influence of multinational organizations, cross-border data flows, and the evolving landscape of digital rights. Through a comprehensive analysis of legislative texts, judicial decisions, and policy debates, the study aims to identify the critical challenges and propose solutions to enhance legal frameworks governing emerging technologies in Rivers State.
Statement of the problem:
Despite the critical importance of data protection laws, Rivers State faces significant international legal challenges in regulating emerging technologies. Gaps in legislation, rapid technological changes, and conflicts between international norms and local practices have created an environment of uncertainty and vulnerability (Nnadi, 2023). These challenges impede effective enforcement and compromise individual privacy and cybersecurity. The study seeks to address these issues by identifying the regulatory shortcomings and exploring the legal conflicts that arise in the context of emerging technologies. The goal is to provide a detailed examination of the barriers to effective data protection and to recommend pathways for legal harmonization.
Objectives of the Study:
To investigate the international legal challenges in regulating emerging technologies in Rivers State.

To propose recommendations for harmonizing international standards with local legislation.
